Stephen G. Roche, Esq.

Stephen G. Roche is a member of the Massachusetts State Bar and is admitted to the Federal District Court Bar, District of Massachusetts. He is a cum laude graduate of Suffolk University Law School in Boston, Massachusetts, and holds a Bachelors of Arts Degree in Biology from Gettysburg College, Gettysburg, Pennsylvania.
Mr. Roche is a member of the Public Law Section of the Massachusetts Bar Association. He served as the Director of Public Records for the Commonwealth of Massachusetts for five years where he oversaw enforcement of the state’s Freedom of Information laws and had other administrative duties. Prior to holding that position, Mr. Roche served as the Director of Legislation for the Massachusetts Secretary of State for five years. His other government experience also includes work in the Human Services Department in the City of Springfield, Massachusetts, and serving as an elected town meeting member and on various municipal boards in his hometown of Natick, Massachusetts.

Mr. Roche has extensive experience in administrative law, health care law, state and local legislation, municipal law, and freedom-of-information law. He has provided lobbying assistance at the State House and in Washington, D.C. to clients seeking relief before administrative agencies and the assistance of the Massachusetts General Court. Mr. Roche is a co-author of a publication describing the Massachusetts legislative process, entitled Lawmaking in Massachusetts, published while with the Secretary of State’s Office and is a frequent lecturer on legislation and administrative law.

Responsibilities

Through his 17 years in and around Massachusetts government, Mr. Roche has developed extensive working relationships with federal, state, and local officials in every quarter of the state. He regularly assists The Roche Associates’ clients in developing local support for projects.
